New Regulations Take Effect!!
Construction (Design and Management) Regulations 2015 are intended to ensure that Health and Safety issues are properly considered. Basically, the new changes have been implemented to reduce the somewhat bureaucratic pre-construction phase, over interpretation of the regulations and improve health and safety standards on smaller sites.
Part of this update involves removing the exemption for domestic clients, with a provision to pass their duties on to the principle contractor. Under such an agreement the contractor has a responsibility to advise the client of their duties, undertake the planning, management and monitoring of health and safety for all parties including subcontractors.
This is a process that every contractor must be aware of and have the ability to implement. Any reputable contractor should be able to demonstrate that they are in a position to comply with the CDM 2015 regulations. Contractors who do not are now placing their clients at an unnecessary risk.
